How a Hotel Renovation Became La Paloma's New Neighborhood Bar

The Westin La Paloma has spent most of its life catering to two crowds: golfers booking tee times on the Jack Nicklaus Signature Course and meeting planners filling its ballrooms. The resort has been ranked the #1 Westin property in North America for meeting-planner satisfaction in six of the last eight years, which tells you where its reputation was built. It was not built on Tuesday-night happy hour.

That changed with the renovation, and the change is showing up in a place nobody usually looks: the calendar.

The renovation nobody outside the neighborhood noticed

The Westin completed a multiphase overhaul of its guest rooms and public spaces, and as part of that project two new culinary concepts, La Luz Restaurant and Casa 71 Tequila Lounge, opened in October 2024 under longtime Tucson chef Devin Pinto. Visit Tucson's own listing puts the price tag on the broader rejuvenation at $35 million, covering all 486 of the resort's rooms along with the lobby, restaurant, and pool decks.

None of that was aimed at the neighborhood. It was aimed at travelers and event planners deciding between Tucson and half a dozen other Southwest resort towns. But a renovation built for out-of-towners has a way of becoming a local fixture once the paint dries, and that is what happened here. One Tucson food writer who covers hotel dining across multiple countries made a point of noting, in a piece published last November, that she was trying the new La Luz and Casa 71 as a Tucson local this time, not as the traveling reviewer she usually is. That distinction matters. A resort restaurant reviewed by a local, on a regular night, is a different kind of place than one reviewed by a guest checking in for a conference.

A happy hour that repeats, not a one-off event

The clearest evidence that La Paloma residents have adopted this space isn't a single glowing review. It's the fact that Casa 71 now runs on a weekly schedule instead of a seasonal one.

A destination bar gets booked for anniversaries and out-of-town guests. A neighborhood bar gets a recurring Thursday crowd. Casa 71's programming reads like the latter: a circular bar pouring 71 tequilas and mezcals, a happy hour priced for a weeknight rather than a special occasion, and a standing partnership with a distillery most Tucsonans already know by name rather than a rotating list of imported spirits meant to impress visitors.

The festival that proved the pattern

This past Saturday, that shift in identity played out at full scale. The Westin La Paloma hosted America's Best Mexican Food Festival, bringing together more than 30 Southwest chefs, mixologists, and culinary artisans across four regional tasting sections, from Northern Mexico's mesquite-grilled meats to Yucatán-style cochinita pibil. Tucson Foodie described it as the largest indoor Mexican food and culture festival in Arizona, and proceeds benefited Art State Arizona's arts education programs.

That's a meaningfully different role than the resort has traditionally played. A meeting-planner favorite hosts conferences. A neighborhood anchor hosts the city's biggest indoor food festival and ties it to a local arts nonprofit. The fact that this event now lives at the Westin, rather than downtown or at one of Tucson's convention-oriented venues, says something about how the resort's public spaces have been repositioned since the renovation. They're built to hold a crowd that isn't checking a room key.

What's on the books before summer ends

If the festival was the big, dated proof point, Sonoran Restaurant Week is the smaller, more useful one for anyone living nearby. La Luz Restaurant will run a special menu for Sonoran Restaurant Week from September 4 through 13, 2026, with Chef Devin Pinto behind it. Restaurant Week menus are typically the easiest, lowest-commitment way to sample a kitchen you'd otherwise save for a special occasion, and this is the first one since La Luz's redesign to put that kind of pressure-free entry point on the calendar for residents rather than hotel guests booking a package.

The rest of the loop

The Westin isn't the only reason La Paloma residents don't have to leave the neighborhood for a good night out. La Encantada, the two-level outdoor shopping center at Skyline and Campbell, anchors a walkable stretch that includes AJ's Fine Foods, Blanco Cocina + Cantina, True Food Kitchen, and North Italia, along with a courtyard that regularly draws people just to sit outside with a coffee and a dog. A few minutes down Campbell, Fleming's Steakhouse sits at the corner of Campbell and Skyline, next to the Embassy Suites at Paloma Village, with Tavolino's Italian trattoria among the other sit-down options in the same immediate area.

None of this is new information if you already live here. What's new is how these pieces now function together. A few years ago, a night out in La Paloma meant driving somewhere else, or treating the resort as an occasional splurge. Now the resort itself hosts a standing weekly music and cocktail rotation, runs a restaurant-week menu open to anyone with a reservation, and anchors a citywide festival, all within walking or short-drive distance of a shopping center that was already doing the same thing on the retail side.

The takeaway

The renovation was never marketed as a neighborhood project. It was marketed as a guest-experience upgrade, the kind of press release that talks about custom chandeliers and reimagined lobbies. But the way a renovated space gets used often has little to do with who it was designed for. Casa 71's happy hour pricing, its weeknight schedule, and its partnership with a Tucson distillery weren't accidental choices for a resort chasing meeting planners.
